Speaker: Linkov, I. (US Army Engineer Research and Development Center)

SMA hosted a speaker session presented by Dr. Igor Linkov (US Army Engineer Research and Development Center) as a part of its SMA General Speaker Series. To begin his presentation, Dr. Linkov stated that US decision-makers need to adopt a new approach in order to improve risk and resilience. He also spoke about how the definition of “resilience” is not universally agreed upon. Furthermore, he discussed ways to quantify resilience by using military systems doctrine as a foundation, as well as ways to measure resilience by using both metrics-based and model-based approaches. Dr. Linkov used transportation networks to present a real-life application of network-based resilience theory, to illustrate how different resiliency and efficiency are, and to explain how they require different types of management strategies. To conclude his brief, Dr. Linkov presented some of the problems that arise from metrics-based approaches, stressed the importance of looking at the structure of networks when thinking about resilience, and explained how “smartness” and “resilience” do not necessarily go hand in hand.
