CAPT Todd Huntley is currently assigned as the Deputy Assistant Judge Advocate General of the Navy for International and Operational Law. He also serves as a Special Advisor to the Deputy Assistant Secretary of Defense for Threat Reduction and Arms Control. CAPT Huntley has a B.A. in International Affairs and a J.D. from from the University of Cincinnati, as well as an M.A. in International Relations from the Fletcher School of Law and Diplomacy, Tufts University, and an LL.M. from Harvard Law School. He is also an Adjunct Professor of Law at Georgetown University Law Center where he teaches courses on counter-terrorism law and policy and legal issues related to hybrid threats.
CAPT Huntley began his military career in the Air Force serving in the Security Forces. CAPT Huntley also served as an Infantryman/TOW gunner in the Ohio Army National Guard and as a Psychological Operations Specialist in U.S. Army Reserves. He was discharged as a Staff Sergeant and commissioned into the Navy Judge Advocate General’s Student Program on 02/21/1995.
After completing Naval Justice School in 1997, CAPT Huntley reported to the Naval Legal Service Office, Mid-Pacific where he served as a Legal Assistance attorney before being assigned to the newly created Trial Service Office, Pacific. While assigned to Trial Service Office, Pacific, he served as Trial Counsel, Senior Trial Counsel and Command Services Department Head and was lead trial counsel on a double homicide case in Korea. From 2000 until 2002, CAPT Huntley served as the Officer in Charge of the Trial Service Office, Europe and Southwest Asia, Detachment Sigonella.
In 2002, CAPT Huntley reported to the Defense Institute of International Legal Studies (DIILS) in Newport, RI, for duty as a Country Program Manager responsible for managing international training programs for 25 different countries. While at DIILS he led three training missions to Iraq.
From 07/2005 until 08/2008 CAPT Huntley served as the Chief, Information Operations Law at US Special Operations Command, MacDill AFB, Tampa, FL and as the legal advisor to the Joint Military Information Support Command. In 2006 he deployed in support of Operation ENDURING FREEDOM, serving as the legal advisor for a Joint Special Operations Task Force in Afghanistan. From 07/2009 to 07/2011 CAPT Huntley served as the SJA, Special Operations Command Central and Combined Forces Special Operations Command where he deployed on multiple occassions to Qatar and other locations in the CENTCOM AOR. From 08/2011 to 07/2012 he served as the Deputy Director for Operations, Code 63, Navy Office of the Judge Advocate General Management and Plans Division. From 08/2012 to 05/2014 CAPT Huntley served as the legal advisor for US Special Operations Command, National Capital Region. In 2013 he deployed as the Deputy Staff Judge Advocate for a Joint Special Operations Task Force supporting Operation ENDURING FREEDOM.
CAPT Huntley is entitled to wear the Navy Parachutist Badge and the following personal awards: the Defense Superior Service Medal, the Defense Meritorious Service Medal (3 awards), the Joint Commendation Medal, the Navy Commendation Medal (2 awards), the Army Commendation Medal, the Air Force Commendation Medal, the Joint Achievement Medal (2 awards), the Navy Achievement Medal (2 awards) and the Army Achievement Medal.
