Bob and his team of academic, industry, and government performers at MIT for a program review of his DARPA program Pre-Conflict Anticipation and Shaping (PCAS), which focused on applying multidisciplinary social science analytical methods to stability analysis of weak and fragile states. It was this program that ultimately led Bob to leave government service and create a company (NSI) devoted to bringing social science to the government.
