Relevance of Behavioral and Social Science to DOD

This paper emerged from the “A World in Transformation: Challenges and Opportunities” Strategic Multi-layer Assessment (SMA) Conference in November 2012.2 Leaders from across the USG addressed the emerging challenges of the 21st century for defense analysts, planners, and operators. The first decade of the 21st century has ushered in a period of rapid change across the globe: demographic upheavals are challenging the status quo, classic nation states are in decline, and people are more interconnected than ever. Panelists agreed that in this uncertain environment, the social sciences3 play an ever-expanding role. Thought leaders from across the defense community discuss the relevance of social science to DOD operations in this section.

Perspectives on Terrorism and Responses to It

This white paper is a follow-on report to a recent publication entitled “Over a Decade Later…What Now? What Next? A Multi-Layer Assessment of Terrorism in its Current and Future Manifestation.” 2 The previous paper was primarily an analytical product intended to provide insight into what current social science research and over a decade of practical experience suggest regarding the most effective counterterror strategies. It was based on comments made during multiple, semi-structured telephone interview sessions conducted between 06 May and 12 June 2013. The current white paper includes a series of articles by authors who participated in the previous white paper. These articles expand on the main themes raised in the previous report and cover topics ranging from strategic and adaptive considerations of terrorism to analytical considerations.

Future of ISIS: What Experts Think Will Happen Next?

At its zenith in 2014, the Islamic State of Iraq and Syria (ISIS) controlled more than 100,000 square kilometers of territory. ISIS seized control over major cities, notably Mosul and Raqqa, which contributed to increasing disorder in the Middle East. As late as 2015, the geographic reach of ISIS appeared to pose serious threats to the territorial integrity of Iraq and Syria as well as the physical safety of citizens in the region. Nonetheless, as of June 2017, estimates show that about 90% of Mosul had been liberated as Iraqi forces, in coordination with the Coalition, while they continued to regain large portions of the western part of the city. Similarly, a battle to retake Raqqa is in progress. US officials estimate that only around 2,000 ISIS fighters remain in the city, while US-backed Syrian Democratic Forces (SDF) and Coalition forces total around 55,000 fighters. Given these developments, ISIS is likely facing the end of its territorial rule.

US-DiGIA: USG Discoverable Information Terrain

The United States currently faces a complex and dynamic security environment. States are no longer the only critical actors in the international arena; rather, a diverse range of non-state entities also has the potential to affect US interests and security—for good or bad. Economic influence, information control and propaganda, political influence, and social discontent can be and are being utilized by state and non-state actors alike to achieve their goals, in many cases bypassing the need for direct military action. In response, the US military is challenged to accomplish more, across a greater variety of domains, while facing a constrained budget environment. There are two central implications of this: first, many of the most intractable security problems the US faces require a whole of government approach. Second, in a complex and evolving international environment characterized by new and often ambiguous threats, information itself is a critical asset.

Holistic Engagement Activities Ranking Tool (HEART)

More than ever, United States Government (USG) activities are planned and implemented in an atmosphere of shrinking budgets, high expectations and intense scrutiny at home, plus non-conventional enemies and complex operating environments abroad. In the security realm, there is little debate that the demand for cost-effective, high-impact, and transparent use of government resources requires the Department of Defense (DOD), Department of State (DoS), and other government entities that operate oversees to work together or in complementary ways. Still, departments and their components have their own expanding missions, dwindling resources and programs to administer, making achieving unity of effort difficult. At present, there is no readily accessible process or framework that can incorporate and integrate the range of USG security-related activities abroad and that DOD planners and non-DOD practitioners might use to build common operating pictures – either within their own departments or in coordination with other departments working related activities. This deficiency increases the likelihood that what might be cost-saving efficiencies or wasteful redundancies in US security assistance and engagement programs will go unnoticed by planners and decision makers. Recognizing that US Africa Command (AFRICOM) engagement strategists and planners are in particular need of a systematic process for aligning resources and activities to strategies in the most effective and efficient ways possible, the Command J5 requested that the Strategic Multi-Layer Assessment (SMA) team, “develop an evaluative tool to aid in prioritization and metric development for command engagement strategies.”

Socio-Cultural Analysis with the ISR Paradigm

Socio-Cultural Analysis (SCA) has evolved rapidly over the past decade as conflicts in Afghanistan and Iraq have forced the DOD to reappraise the techniques used to collect information about the populations in conflict zones. As these two major con- flicts wind down, the DOD must recognize that SCA must evolve again due the changing nature of phase zero operations and prepare for future conflicts. Given the challenges of declining DOD budgets while improving our SCA capabilities, the chap- ters in this white volume describe many of the issues facing the DOD for phase zero operations and collecting the socio-cultural information necessary should conflicts escalate. Most of the chapters’ discussions were heavily influenced by LTG Flynn et al.’s “Left of bang: The value of socio-cultural analysis in today’s environment” PRISM article.1 “Left of bang…” was also revised and included in the SMA/ERDC or- ganized White Volume “National Security Challenges: Insights from Social, Neurobi- ological, and Complexity Sciences.” SMA followed that effort with additional occa- sional white papers discussing the operational relevance of the social sciences2 and social science validity,3 available at http://www.nsiteam.com/publications.html. This White Volume builds on those efforts to provide a spectrum of views on the gaps on the operational use of SCA in a phase zero setting. If there is a valid criticism to be made regarding this white volume, it is that it favors researchers attempting to automate socio-cultural information processing over traditional qualitative techniques. The authors realize that the USG must understand socio-cultural situations across the entire planet to as high or higher level of fidelity than we did in Iraq and Afghani- stan: without spending equivalent resources. Collecting magnitudes more useful in- formation with a similar or smaller budget will require innovative techniques that don’t require socio-cultural experts hand massaging ALL the data into actionable information.

Social Science Validation and Validity Concepts

Threats in the 21st century are increasingly complex, requiring multiple perspectives and disciplines to understand and anticipate challenges. National security issues will require consideration of the insights that might be gained through social science analysis in order to provide broader understanding of both challenges and potential solutions. Many of the challenges and potential missions faced by the Department of Defense (DOD) will be multi-faceted in their most fundamental nature. To better understand these issues, their origins, and potential solutions, we need to think clearly about insights provided about the psychological and social dynamics impacting complex security problems. We can anticipate military operations and missions in a networked, dynamic global environment where modern media, the pace of technological change, and speed of events overlay often long standing historic social legacies and conflicts. We can turn to the social sciences to better understand the intersection of new technologies and legacies and, therefore, assist in crafting strategies to deal with current and emerging issues.

7th Annual SMA Conference - What Now, What Next?

The 7th Annual Strategic Multilayer Assessment (SMA) Conference was held at Joint Base Andrews from 13-14 November 2013. The conference was focused on global megatrends and their implications in all spheres of national security. It is no exaggeration to state that the world today is a very different place than it was barely 12 years ago when the war against al Qaida and its affiliates began. As we move forward, continuing advances in various spheres such as the sociotechnical world will present both challenges and opportunities. The conference examined these and related themes and highlighted new insights from the social and neurosciences.

This White Volume assesses U.S. long term national security challenges, employing a global perspective that accounts for the changing political, economic, social, and psychological profiles of populations, and the rapid changes they experience in a globally connected information en- vironment. The collection of essays explores future population-centric national security challenges through the lens of the lat- est research from the social, neurological, and complexity sciences. The papers emphasize “enduring” long term themes that are focused on the in- teractions of populations and their environments. They are not U.S.- centric, but multi-perspective and examine underlying long term phenom- ena.

Discourse Analysis of In- and Out-Group Arabic News

Because 1) discourse is not neutral, and 2) people differentiate between in-groups and out- groups, discourse almost always reflects an individual’s in-group and out-group assumptions. Boundary maintenance between groups that are “good” or “like us” (in-groups) and those that are “unlike us” or “bad” (out-groups) forms a significant – albeit often subconscious – part of discourse. Unconventional Challenges in the Human Domain

One of the major challenges the US has faced during the opening decades of the 21st Century is the growth in the number and international reach of insurgents, terrorists, WMD proliferators and other sorts of nefarious groups. Among many others, the current situation in Iraq illustrates the difficulty of countering insurgencies once they have become violent and operationally well-established. Perceptual Deterrence

This review focuses on research findings about the effectiveness of the perceived risk of sanctions on criminal behavior. The goal of this review is to help policymakers understand the basic conclusions to be drawn from the large empirical literature on whether and when the possibility of sanctions or incentives shapes the frequency with which people violate rules. The key conclusion is that deterrence can and frequently does shape people’s behavior, with perceived certainty of punishment being the most important factor shaping what people do. A variety of background factors shape the strength of this relationship.

The Minds and Actions of Devoted Actors and the Will to Fight: A Behavioral and Brain Studies Approach to War and Extreme Group Conflict

What drives warfighters to make costly sacrifices—including their lives—is a long-standing question that military and civilian leaders have tried to answer. Dr. Atran explained that this question can be studied through two different psychological models: 1) rational choice theory and 2) the devoted actor model. He argued that the devoted actor model is most suitable when assessing why people are willing to make costly sacrifices. When fighters decide that they are ready to freely give their lives, it is rarely a rational decision. Instead, it is a result of their devotion to the values that they hold most sacred. Understanding an individual’s sacred values is contingent on many factors, including how fused that individual’s identity is to that of a group. Individuals whose identities are completely fused with that of a single group are the most likely to give their lives in support of that group’s values.

Russian Nuclear Orthodoxy: Religion, Coercion and the Russian Way of War

The Kremlin is blending its nuclear discourse, politics, and theological beliefs, changing the domestic perception in Russia regarding just nuclear war and nuclear escalation with the West. Prof. Adamsky stated that the Kremlin has been integrating the Russian Orthodox Church in its military campaigns for many years. The use of the Orthodox Church in Russian military operations has traditionally been to provide spiritual and psychological support for troops, bolstering individual and unit moral while reaffirming Russian soldiers’ belief in their cause. The Kremlin also uses Orthodoxy to justify its military activities to other state leaders, depicting Russia’s conflicts as good against evil. However, the war in Ukraine is forcing the Russian Orthodox Church to address the cognitive disconnect many Russians feel when fighting fellow Orthodox Christians in Ukraine.

Military-Intelligence Relations: Explaining the Oxymoron

SMA hosted a speaker session with Dr. Jeffrey Rogg(Joint Special Operations University) as part of its SMA General Series.The professionalization of the US intelligence community has been a long process and frequently limited by the civilian-military relationship. The relationship between the military and intelligence community has historically been confrontational. This is because spying and gathering intelligence was considered dishonorable compared to conventional warfighting. Dr. Rogg pointed out that despite this, intelligence gathering was mentioned in historical military literature, including Homer’s ‘The Iliad’ and Sun Tzu’s ‘The Art of War.’ Intelligence only became professionalized during the 1900s alongside global industrialization. Intelligence gathering became more important during the industrial revolution because nations had larger armies, communication became easier with the invention of the telegraph, and travel became faster with the development of the railway. The US first created the Office of Naval Intelligence during 1882, modeling it after European nations’ own intelligence agencies. The US intelligence community developed slowly, with military officers moonlighting as intelligence officers in time of war. As the intelligence community developed, questions over whether it should be controlled by the military or civilian sectors began to surface.

Caveat Emptor: The Pros and Cons of Strategic Culture as an Analytical Concept

SMA hosted a speaker session with Dr. Alastair Iain Johnston (Harvard University) as part of its SMA “Strategic Deterrence Frameworks” (SDF) Speaker Series.Dr. Johnston described the four main generations of strategic culture research. During the first generation (1970s) a baseline was created for how scientists viewed the intersection of how political thought and the use of force influences governments’ strategic choices. The second generation (1980s) led to an overall orientation to use violence to punish one’s adversaries. The third generation (1990s) focused on the presumption that countries’ militaries will act efficaciously in inter-state conflicts. Researchers also discovered a linkage between language and strategic culture during this generation. The final generation (2000s-present) focuses more on how a collective identity can define threats, military roles, and how it applies to all actors. He emphasized that research relating to strategic culture has a central paradigm that relies on three questions. These questions are: a) what is the frequency of conflict, b) are the disputes zero-sum in nature, and c) what is the efficacy of violence in conflicts? By examining metaphors, analogies, and consistent or missing cause and effect statements, researchers can decipher the strategic culture in an organization or government.

Modeling Exploitable Conditions in the 21st Century Strategic Environment

The creation of a computational model that encapsulates the increasingly complex and overwhelming world as multiple systems that can be measured empirically could have strong implications for civilian and military decision makers. NSI Inc. and SMA are currently working on such a model that is expanding on prior research conducted by TRADOC G-2. NSI has expanded on TRADOC’s original 24 exploitable conditions to create the Global Exploitable Conditions Model (GECM) as part of the Anticipating the Future Operational Environment (AFOE) project for the US Joint Staff. Dr. Kuznar stated that while GECM is supported by a large corpus of qualitative research, a computational model has been built to empirically test it through network and system dynamics. GECM contains 17 subsystems that are comprised of 124 nodes and 829 edges where nodes connect. This model is the starting point for all of NSI’s research during the AFOE project.

One Belt, One Movie: China’s Campaign to Cancel America’s Cultural Dominance and Assert New Narratives

SMA hosted a speaker session, presented by Dr. Zachary S. Davis (Center for Global Security Research, Lawrence Livermore National Lab) and Mr. Marshall Monroe (Marshall Monroe Magic, Founder, National Center for Soft Power Strategies), as a part of its SMA INDOPACOM Speaker Series.Dr. Davis began by arguing that the Chinese Communist Party (CCP) is using soft power to try to develop a new narrative to replace the post-war, American-dominated narrative. He then discussed several trends in the CCP’s use of soft power to “cancel” American culture through movies and media. Dr. Davis explained that China looks at areas such as film as part of national power, unlike the US. He contended that China is pursuing an integrated strategy where soft power strategies are meant to accompany the rise of hard power in the country’s concept of its new global role. He stated that his research focuses on China’s accumulation of soft power as a carefully cultivated strategy that has been implemented and is being executed by officials and friends of the regime, with some of the most important friends being business leaders. In his view, the CCP is trying to reshape the narrative by replacing American values with CCP-friendly values.

Afghanistan – No Ungoverned Spaces Here

SMA hosted a speaker session presented by Mr. Vern Liebl (Center for Advanced Operational Culture Learning (CAOCL)) as a part of its SMA CENTCOM (Afghanistan) Speaker Series. Mr. Liebl explained that, in Afghanistan, three resources dictate power in Afghanistan: zar (gold), zan (women), and zameen (land). Family and tribal elements, he argues, are the two primary factors that affect informal governance. He also identified the key players in the “village power game” and stated that only two sets of policies can serve the interests of rural people (Islamic-based governance policies and village-based economic policies). Thus, political parties are divided into two major categories (Islamic vs. non-Islamic parties, and pro-rural economy vs. pro-urban economy parties). Mr. Liebl also reviewed the formal governance structure in Afghanistan, discussed the competing elements of Afghanistan’s formal and informal governance structures, and stressed that US policymakers keep in mind where the real governance lies in Afghanistan when making decisions.

Social Science to Understand Strategic Threat

During the Cold War era, the strategic threat against the US was clear. The country responded clearly with a policy toward the Soviet threat that centered on deterrence, containment, and mutually assured destruction. To enforce this policy, the US created a strategic triad composed of nuclear intercontinental ballistic missiles, Trident nuclear submarines, and long-range strategic bombers. Today, however, our security environment is profoundly different.

Response To POTUS Executive Order

On September 15, 2015 President Barack Obama released the Executive Order, Using Behavioral Science Insights to Better Serve the American People. Within this order the President encourages US agencies to develop strategies for applying behavioral science insights to programs and, where possible, rigorously test and evaluate the impact of these insights.
