Abstract: One of the most vital aspects of Military Information Support Operations is the measure of effectiveness of the series. It represents the MISO unit’s ability to justify its skillset and contribution as a warfighting function. But MISO doctrine is lacking in the knowledge required for PSYOP soldiers to provide measures of effectiveness to their series. To improve MISO measures of effectiveness, PSYOP should pull concepts from academic research methodologies and view measures of effectiveness as a mini research project. Doing so creates a universally recognized scientific process that can provide better results and aid in withstanding scrutiny.

BioErinn McQuagge holds a Bachelor of Arts degree in Political Science From the University of Hawaii at Manoa in Honolulu, HI and a master’s degree from Harvard University in Cambridge, MA. His research interests include international conflict, research methodology techniques, and international relations.

He served for over 11 years as an infantry and psychological operations officer the US Army. During his time in service, Erin Deployed once to Kosovo (2002-03), three times to Iraq (2004-05;2007-08; 2011), and once to Afghanistan (2010). In Kosovo, he served as an infantry platoon leader and led several tactical missions in the Gjilane region. While on his first tour of Iraq in 2004, Erinn served as the liaison officer to the Patriotic Union of Kurdistan and lived with Kurdish forces for a year. This was his first experience with Army Special Operations Forces and counterinsurgency. Erinn’s second tour of Iraq was as a staff officer in charge of personnel administration.

After completing the Psychological Operations Qualification Course, he deployed to Afghanistan in 2010 to support Special Operations Task Force South in Kandahar. In early 2011, after returning from Afghanistan, he deployed on his third tour of Iraq to support Psychological Operations Task Force Iraq.

Upon leaving the active Army, Erinn attended graduate school and deployed as a civilian contractor for psychological operations task force. He planned several PSYOP series and later moved into deceptionplanning.Currently, Erinn resides in Fayetteville, NC just outside of Fort Bragg and works for Northrop Grumman.
